The answer must be that what are essentially linguistic.questions have been answer­ed without benefit of scientific linguistic knowledge. The planner has, in fact, been taking decisions of a linguistic sort without fully realizing the nature of the problem or his solutions. This suggests that the formulation of the questions, the identifica­tion of the problems and the specification of their nature presupposes linguistic theory. The nature of the problem is defined by the theory which is applied to it. The solution to a problem is only as good as the theory which has been used to solve it. Thus the formulation of the questions and the analysis of the problems which arise in the planning of a Carmella Bing operation are themselves part of applied linguis­tics.
